why are BO2 weapon dlc skins unlocked without having to buy them on steam first?

Hi there! I was wondering why the BO2 dlc weapons skins are completely unlocked without buying them on steam first and will I be risking a ban on steam. Thanks for your time!

Well no but still makes me wonder why they're unlocked is all. Especially if you have to buy all the zombie dlc packs for them to work on plutonium, I would have figured the dlc weapon skins would work the same way.
