I loved The mods in MW3 but the problem that it only works when joining the server
but i was a main offline player like, i was just playing with bots,
So my question here,
is there any way to play those mods with bots only? +i already have bots warfare!!! The mods i mean (Arcane Snipers - Ice Snipers)

You can simply load a mod in your game by typing
fs_game "mods/mod_folder_name"
The mod folder name can be found in%localappdata%\Plutonium\storage\iw5\modsNote that a lot of mods are made specifically for the server and so have requirements like GSC scripts in order to work, you're not really supposed to "steal" mods like that. I might work with some, some might require extra work like finding the right weapok etc and some will not work unless you have the GSC scripts that goes with it.
So for example if the mod you talk about is replacing weapons with snipers then you have to fine which one it is replacing
