About the stuttering/performance issues...

Porcelain A good PC can run the game without issues, but your PC is not close to high end. Mid end and some low end PC have no issues with T4, T6, Iw5, etc.

My brother in Christ, this game is almost 13 years old. If I built my PC with the specs that I have on my system back in 2011, it would be considered a workstation PC. I will admit though that my CPU is pretty trash but back then, this PC would be the greatest human achievement

Porcelain BO1 on PC has an awful optimization, it's not a Plutonium thing.
People don't notice it because they have decent PCs/high end PCs but if you use a not so decent PC or max up everything etc you see that it runs worse than other CODs, that's just how the game is sadly -
Porcelain It's your PC, I don't get any stutters like you are complaining, could be CPU problems or bad config
Either way I doubt theres anything anybody here can do for you -
Resxt I'm saving up to build a high end PC anyway, so back to BO2 it is.
One more thing though, why does Pluto only utilize 860mb of memory compared to Steam using 1200+?

Porcelain because it's more optimized.
Also, using more power does not mean giving more performance. Using all your RAM wouldn't increase your FPS -
Resxt The fact that bo1 is stuttering on my pc when i have a gtx 1660 ti which can run most games at 60+ is ridiculous

I didnt saw any mention for a fps cap? You do know that this is a 15 year old game and the engine was not designed to handle so many frames and it just bottlenecks. Just cap the fps at 250 if you havent.

Yeah anything past 300 on the cod games gets pretty wacky.. getting stuck on small ledges you can walk up, to literally climbing props on bo2
