Low Performance

My PC easliy runs newest MW in 60 fps, but IW5 MW3 runs like s**t on ultra i got 40ish fps, after changing settings to low (Image quality Extra, Textures Extra, Shadows ON) I got 50 FPS, and finally after disabling shadows i got 90 fps, fine but not great, it is decade old game which performs worse than GTA V on medium settings (100 fps).
Edit: T6 BO2 runs smooth 80-90 on Highest possible settings
Any Ideas? (I run game on Dedicated GPU)
Specs:
Intel Core I7 6700
GTX 960 4GB
16 GB RAM 2666 mhz
SSD (Speeds are bios locked to 1500/1500 but it can run up to 3000/2500)
Monitor Res: 1080P -
