failed to verify with steam

when i try to verify with steam i keep on getting error codes like "make sure steam ist running and you actually own the game" well i dont own bo2 to but i dont need to own it right?
what also keeps popping up the "SteamApi_Init" is returned false and much more
could use a little help please
