Laggy start up

when i start mw3 up the loading animation is laggy and the audio cuts in and out.When im in the menu my mouse has delay and when i join a game its feels delayed and laggy even though i have good ping can someone please help . Thank you

Bose what is your system specs

rx 580 ryzen 3 3100 16 gigs of 3200 ram i doubt it has to do with my specs sometimes it will start up fine but most of the time it will be laggy and unplayable is their any way i could send you a video so you could see the problem.
