Hi, I had the same problem and I was able to solve it. You need to install a VPN and connect from a location in the Netherlands or a similar country. Then you'll be able to update. The reason for this is that your internet provider blocks the DNS "188.11...." or variations thereof; the VPN will remove that restriction. I hope this helps.
