Help - Low FPS only at MW3

So, the black ops 2 run fine above 120 FPS at all settings high
but my MW3 is struggling to reach 60 FPS even at low settings, any help ?

Have you tried /com_maxfps (number) to set your FPS? You would use that command in the console to set the FPS. If you set it to 0 it'll be unlimited

c4rbs Is your VSync turned on? Have you made sure to check if your monitors refresh rate is set to the highest?

did you check that its running on the right GPU ?
