BO1 launches 800x600 despite config.cfg

Hello all, i have been tearing my hair out over this and need help.
So far, launching the game it loads an 800x600 window and will not let me set any resolution higher than 1920x1080 in the in-game settings.
i have seen plenty about setting this via config.cfg in users/me/appdata/local/plutonum/storage/t5/players, however this file gets overwritten during every launch.
i have gone through and cleaned all my mod changes to the game, and have even completely wiped and restarted with a fresh game install and plutonium install.
the issue persists with both being complete fresh installs, only having changed config.cfg to set the resolution settings
everything i have seen online shows that the flags im setting in the config.cfg are correct
please tell me whats going on i just wanna play black ops zombies

try to follow this post from another user, it seems like the game can only handle a limited amount of display modes after which the rest are simply cut off.
