Gary_kun You Need To Create An Images Folder In localappdata/plutonium/storage/t5...Put All Of These Downloaded IWI Files In The Images Folder And Enjoy :)....Note: This Is Not A Mod So It Doesn't Work The Way You Did It

i had a issue with this because it downloaded as a rar file then when i converted it all of the images turned to IWI and i couldn't convert it to a png

you need a IWI to DDS converter and follow these steps
TL;DR of this is: find the texture in your BlackOps/Main folder open the IWD file (with Winrar or 7Zip)
find the texture you wanna edit, convert the IWI file to a PNG (using the converter) edit it, convert it to a black ops 1 iwi file and then put it in your '%localappdata%/plutonium/storage/T5/images' folder (which you'll probably need to make the images file yourself) -
