Performance Optimization?

Hi, I'm the system administrator for a t4 server and I've noticed that it has started to become a lagfest. Here's my server specs:
Digital Ocean Droplet
1 vCPU
2GB RAM
Operating system: Ubuntu Linux (Running the server under Wine)
Mods: Bot Warfare with some weapon modificationsAverage CPU utilization: ~80-90%
Average RAM utilization: ~51%CPU utilization seems to be the most likely culprit for the current latency issues, so if there are ways any of you reading this know of to reduce CPU load when running such a server, please feel free to reply with such information.
