minato291 what are you talking about? That screenshot was taken on win7. The launcher does not work on win7, period. Even if your issue is unrelated to the OS it still wouldn't work on win7 after you fixed it.
I see you have a teknomw3 folder there, those files are incompatible. Reinstall the entire game and launcher using the install guide https://forum.plutonium.pw/topic/531/how-to-install-plutonium-iw5-launcher -

win7: launcher will not work, period, not fixable.
win10: launcher will work but errors (like yours) may still occur, most of those are fixable (for example by reinstalling the game using the official guide i linked you). -

Windows 7 is not supported by Plutonium AND Microsoft, meaning not only are you redundantly trying to solve a problem that will get you nowhere, but you are also risking your computer's safety by still having an operating system that no longer is getting any security updates. Please don't come back with me saying "bUt WiNDows 10 sUXx DDDD:", it really doesn't matter.
Either you play Plutonium how it's supposed to be played on or you don't, while also using an operating system that is risking your PC just by not upgrading to the latest one
