Prometiel few things you can try:
- Run the launcher as admin
- install this and restart your pc: https://dotnet.microsoft.com/download/dotnet-framework/thank-you/net48-web-installer
- Disable your antivirus software or add an exception for plutonium.exe (google no how to do that if you don't know how, it depends on which antivirus you use)

jaxloko2 eldor already told you that this is a bad workaround and will cause issues later down the line, so don't share that.
Also his launcher is not even downloading anything and isn't creating a plutonium folder, shows it's either AV blocking it or a runtime is missing. -
