So if i wanted to make a server can i play on the computer i host the server on?

It isn't recommended, but you could.

Acrillx no. Just make sure to set the port to 4977 in the server startup batch file and also forward that port.

so its just a little different from regular hosting?

Acrillx it's not different at all but your game already uses port 4976, oh and also you're gonna have to start game first and server after, other way round won't work.
