Unable to update the Plutonium launcher.

Hey there! I've been trying to update the launcher, but when I run plutonium.exe (tried running as administrator too) it just goes to this.
I've tried installing the .exe from this forum too, but when I do that it does this.
Is there any way to uninstall the launcher fully? I've had problems uninstalling programs in the past because there is always another folder that has files with data for the app that cause reinstalling to be not possible. I also checked Task Manager and there isn't a process accessing the file 'C;\Users\liamn\AppData\Local\Plutonium\bin\plutonium-launcher-win32.exe' -

- Make sure your launcher is the latest version (you can check that by looking at the filesize, latest one is 4123KB), if it's not download it from here: https://cdn.plutonium.pw/updater/plutonium.exe.

- run the launcher as admin.
