Elaborate please. Any errors? Do you crash on the launcher, bootstrapper or ingame? If it generates a crashdump while you're on the bootsrapper, you might have msi afterburner/rivatuner statistics or any similar overlays running in the background. Quit/disable them.

That ID is useless all by itself you know that right? Mention the full error, or better yet screenshot it.

Try changing DNS to 1.1.1.1 - google this if you don't know how to. Delete %localappdata%/Plutonium and run the launcher as admin again. If that doesn't work either, try a VPN.
