      On which version of windows are you?
      Also, it seems that the launcher get denied by the system, try 2 things:

      • Run it as admin
      • Add it to your antivirus exclusions.

        Do what Maverick said above, if you don't know how to add a file to exclusions, refer to this. Also try deleting %localappdata%/Plutonium and run the launcher as admin again.
