Ensure you're using the latest launcher, it should be 4,123 KB. If it isn't, redownload it from http://cdn.plutonium.pw/updater/plutonium.exe. Second, try deleting %localappdata%/Plutonium and run the launcher as admin again. If these still do not work, try changing DNS to 1.1.1.1 (google if you dunno how to do this) or use a VPN.
