i am using windows 10

- try redownloading the launcher from here https://cdn.plutonium.pw/updater/plutonium.exe
- Install these 3 things:
https://dotnet.microsoft.com/download/dotnet-framework/thank-you/net472-web-installer
https://aka.ms/vs/16/release/vc_redist.x64.exe
https://aka.ms/vs/16/release/vc_redist.x86.exe - run the launcher as admin

@rayan-bak we don't support win7, upgrade to win10.
