i tried to open the launcher for first time and this message appears

Delete both the exes, redownload it from https://cdn.plutonium.pw/updater/plutonium.exe and run it as admin.

P.S. - Noticed you have avast, its a shitty AV and might cause problems with Pluto, best uninstall it, defender is better anyway.
