Launcher does not open at all

I installed black ops 2 and then, I opened the plutonium launcher. But there was nothing happened. no error, nothing. also my antivirus is disabled and required apps such as c++ and runtime are installed too.
what should I do? please guide me

You're using win10 right? Try installing this https://dotnet.microsoft.com/download/dotnet-framework/thank-you/net472-web-installer and what AV do you use? Disabling some shitty AVs doesn't disable them completely, you gotta uninstall them.

I think everything is ok except dot NET framework. I just tried to install the latest version of it, but i've got an error. my windows version is 1511 and I think I should upgrade my windows to the newest version, right?
