As I know It is possible to make a server with ubuntu and Wine but I Would Like to know if it is possible to make it work inside a docker container as the pterodactyl panel uses.

It is on a dedicated server.

Should work but you will have to build the docker image yourself.

Xerxes I actually have built an image for wine, and then how would I go about running the server

I have made The docker image as pterodactyl specification and with wine installed, but the server is having trouble starting plutonium.

I have noticed there are files referring to wine in the server configuration. Is there support in plutonium for wine?.

Also as the container and pterodactyl work, there's no X server or anything to run the GUI so what's the level of support through the CLI.
