FIX for dx issues Windows 8 Users
-
After hours of searching, I believe I have found the fix for all dll errors for users using an older windows OS down to windows 7.
Go to [REDACTED] and download the DirectX End-User Runtime Web Installer from their alternative mirror. Install.
I have tested this on 3 machines and it finally lets me play plutonium on windows 8.1 and back! Saw quite a few people having this same issue and thought I'd post to make anyone elses time with it just a little bit less of hell.

RektInator Man, it was from the official DIrectX website and everything. Atleast try to look into it and see if maybe you guys can link to it for redist purposes on the main page, It would really help some people out instead of just saying to update to Windows 10 all the time, when it is completely possible to get this runtime from the OFFICIAL directx site and play on pretty much any semi-modern windows OS.
EDIT : Wasn't official, my bad, overlook. It is the official file however, compared with official runtime and everything. It is just impossible to get the runtime from Microsoft directly now since they took it down.

namagashimatt Feel free to link the official installer, however this will not fix Windows 7 installs. Your issue was simply that you didn't have direct x installed (A common problem).

H3X1C Actually, I did have DirectX installed, had installed Oblivion and Skyrim from steam beforehand, and always make sure to grab .NET frameworks and DX redists whenever im setting up a new pc. What I have found is that windows 7 and 8 not being able to start plutonium all comes from dll issues that are all installed/fixed specifically from the June 2010 directx web installer, which for some reason is a really hard redistributable to get a hold of because microsoft has taken that specific redist off of their site for reasons unknown.

you will still get a xinput1.4 is missing because that is launched with 8.1 and up but we still dont support windows 7 or 8 and only support 10
