Error opening BO2 online

When I try to enter BO2 I get an error "The program cannot start because XINPUT1_4.dll is missing from the computer. Try to reinstall the program to correct the problem" and reinstall the program and the error persists.

Dss0 is it compatible with windows 8.1?
@300milbolos should work. You just need to install everything that's inside the "redist" folder in your game folder (if you downloaded on of our torrents).
