Kill streak trouble

Hi, I usually play to mw3. The fact is, everytime I got 9 kill streak ''shrapnel'' (sorry if bad english), servers says ''this killstreak is not availible at this level''. I really don't understand nothin' cause I unlocked levels with ''unlockall''. By the way, I can use killstreak like Ac-130.
