Fast Restart Issues

When I run the fast restart command in zombies through IW4admin, the game restarts but then just stays black until eventually you get disconnected. The weird thing is, it works fine if it is just me on the server but does not if anyone else is there, why is this? Also, when you change the map mid game, is it supposed to kick you out and then you have to rejoin, or is it supposed to load to the other map without rejoining?
