Plutonium launcher won't start

I redownloaded the launcher today, i did everything right like before, but when i tried to open the launcher nothing happens. I tried fixes for the issue but none of them worked. if there's any fixes please respond.

Poaw your os is too old, win8.1 should work but it's better to just directly upgrade to win10.

I updated to windows 8.1 for free it still doesn't work.

Poaw .net framework 4.7.2 which i linked above doesn't work on win8 so you need to install it again now that you're on 8.1.
