Friends cannot join despite trying nearly everything

I've tried setting my network to private, changing my adapter settings to use an ip, port forwarding 4976-4977, allowing plutonium through the windows firewall (both application and the ports) and my router even has a upnp option but it still doesn't do anything on or off. I've tried all of this but it still shows local ip: 0.0.0.0 and port: 0.
I'm guessing that there is something which is blocking plutonium somehow but I can't find it. My anti-virus is windows defender and I'm not using any vpn/proxy.
