plutonium luncher wont open

well I downloaded BO2 and the plutonium luncher but when I click the plutonium luncher it doesn't open doesn't give me an error just the mouse does the spinning thing and it doesn't open

What windows version are you on? Hit Win+R, type winver and screenshot the window.

You need win10 1607+ to run Pluto. Update windows.

Lordbob123 version 1607 or later is supported, doesn't matter if it's pro, home or ltsc.
