First is get an image 1920x1080 if it's not png turn it into a png. convert the png to a dds drag the dds to fast iwi converter. rename the iwi menu_mp__soldiers.
oh yea renaming it to "lui_bkg.iwi" should work. if you need help or the programs I use dm on discord:Euphoria#3795

@NotConnie You have to create the folders t6r / data / images inside the game folder so that it can work for you
