How to get players to download custom zombie maps from server?

I saw this feature listed for T4, but when my friend tries to join my server with a custom zombie map it says that my server does not support mod downloading:
Zombies / Co-Op map / mod downloading - no more making sure you have the map downloaded, just click to join a server and the game will download the required files, just like in Multiplayer.
