Go to task manager > performance > specify what CPU you have. You probably don't even have the minimum requirements to run the game.

alright, you installed this? https://www.intel.com/content/www/us/en/download/19344/intel-graphics-windows-dch-drivers.html
You can also try installing directx from the redist folder in your game folder (redist/DirectX/DXSETUP.exe).

Have any dx hooking softwares running in the background? For example any overlays/recording software (afterburner, avermedia, etc)?
Try quitting any useless apps running in the background. Also where did you download bo2 from?
