base.ipak file wont open

Hey there i was trying to create some custom textures for bo2. on your webpage with the tutorial on how to create custom textures it says that most of the weapon files are in "base.ipak". i tried to open this file to look for the weapon files but i said that i dont have the software to open this file, i couldnt find any software to open it in the internet aswell.
