Yes, the steps are simple enough to get you up and running.
Go to your black ops 2 folder and rename t6mp.exe to t7mp.exe -

the client will be free to play but in order to play it you will have to OWN the game on steam as there is checks in place so people can't use a cracked copy to play. so the real joke is for people who think they can play it without owning the game first.

Magician Yang XLabs ans Plutonium are sister projects, they share a good amount of devs and staff and they respect each other so I don't see what the problem is.
It's also not as if their was a race to get a game exclusivity or whatever. Plutonium didn't have any plan to work on it and someone else did. That's good news
