Wont open the window

Whenever I press play it goes to the bootstrapper then it usually goes onto plutonium bo2 but for some reason it doesn't open bo2 it just sits at home screen and it wont let me click on the window.

Anzi I don't think your issue is very clear could you either describe it better or record a video?
Is the game still opened or is everything closing after you hit play? -

r_fullscreen 0; vid_restartinto the bootstrapper cmd window. -
Try changing it to borderless fullscreen. Also make sure your drivers are updated to the latest version.
