You can report them to the admins of the server you are on (!report playername reason), if an admin of that specific server is online they may ban the cheater quickly. This will only get them banned on that server tho.
To get them banned on plutonium itself just post proof of it on the forum like you did, so an admin can look into it.

If they own the server they can load gsc mod to do that. So if is their server they are probably trolling by hosting a server with a mod menu for some users. -

mxve Its a serverside GSC Script they can't be banned for it this is the Second time ive seen something about that server and that "Clan" Aimbotting In their Own Hosted server I believe
Not to sure what can happen besides this server getting Zero Players in the End anyway Other then that I doubt any action will actually be taken Not to sure tho
