Boobs The error is normal at the first attempt to execute, when retrying it should open normal, if not, it is your O.S. problem.
I had the same problem with my Windows Server 2008, and I had to switch to Windows Server 2019. -

The only way is to upgrade, I did it less than 20 hours before the launch of PlutoIW5 after debugging it with RektInator.

This is caused by the version of OpenSSL on Windows 7 and Windows server 2008, if I recall correctly. Both of which are now at End Of Life, hence our only suggestion is to upgrade.
