Cirix69 to resolve problem with this file just create new .txt file and name him "localization" . Open him and just write "english", save the file and put to main folder of the game. I don't know . i deleted everything. Try with download only language.

If you run the exe outside mw3 /dir it won't show you this error. That's the only time I had this error.

okay, after changing language on steam from polish to ENGLIsSH everything work very well

czysty_spirytus the issue was probably because you had a polish base game but English dlc. They need to match to work.
