My server won't download the mods

For some reason my server won't download the mods i want it to download. I am almost 100% positive i've done everything right.
In the config.cfg i put:
seta sv_wwwBaseURL "http://dontwannashowthisIP/"
seta fs_game "mods/artyx_infected"have also done the MIME types
Honestly dont know why its not working.

Kalitos Yes xampp is running and ports are open. Idk what is actually going on. I've done everything right

Felikz4k Did you check that you can access your address where you store your mod from the browser?

Felikz4k how did you fix the custom maps download? please share because when players are connecting to my server with custom maps the players game insta crashes. error MENU_CONTENT_UNAVALABLE
