Custom Calling card taglines and forum PFP emblems

How do you get the custom taglines on calling cards and the forum profile pictures as your emblems in MW3, Cause I've seen a few people with them and I can't figure it out for the life of me.

Melosei cardtitle "Your title" in the console
To use the forum avatar simply go in callsign menu and click on "Use forum avatar". Note that this only shows in-game when you kill yourself or shows to the others when you kill them.
