Desync or delay?

Hey guys, i really like mw3 but it seems ( at least on the servers i have joined ) That there is a huge desync or delay issue. Feels like you are on 200 ping when you are on 20. Is this a game issue or just low tickrate issue for current servers? If its a server issue id like to host my own which i already know how to do. Just wondering what the issue is.
