Is there an error message that pops up when attempting to launch? If so, would you mind screenshotting that for everyone so they can see it?
You can screenshot using the key combination of the Windows Key + Prt Sc (Print Screen). Feel free to use the "Photos" app on your PC to crop it down to remove bloat from the picture or retain your privacy.

i am also having a problem launching the plutonium launcher. There is no message it just wont open,
