They use the pc version to moddify the game.
Why would you want to have the ps3 version on pc ?

avail there actually is one reason i want the ps3 version - the ps3 disc version is the only available japanese dub and noone has uploaded it yet. I'd love to get my hands on the files for speedrunning purposes

Sadly, unless you own the Japanese version of the game, Steam does not allow you to download the Japanese files.
