My bo2 refuses to launch

Whenever I launch black ops 2 with the launcher the game refuses to actually load. Instead it sits on this screen forever. I know that this isn't due to antivirus as nothing is enabled and black ops 2 has already run on this same computer before. Can someone please help.

Seebee_1 what is your antivirus and where did you get the game files from?

Resxt All my antivirus softwares are disabled. Including windows security and everything. My antivirus is Total AV. I got the game from the plutonium guide.

Seebee_1 Try this

Go in the bootstrapper command prompt (the console opened when you start the game)
and paste this (right click) r_fullscreen 2; vid_restart then press Enter

If it doesn't work you might have to uninstall your antivirus completely
Even if you turn everything off some antivirus still blocking process without showing any notification
