My bo2 refuses to launch

Whenever I launch black ops 2 with the launcher the game refuses to actually load. Instead it sits on this screen forever.
I know that this isn't due to antivirus as nothing is enabled and black ops 2 has already run on this same computer before. Can someone please help. -

Resxt All my antivirus softwares are disabled. Including windows security and everything. My antivirus is Total AV. I got the game from the plutonium guide.

Seebee_1 Try this
Go in the bootstrapper command prompt (the console opened when you start the game)
and paste this (right click)r_fullscreen 2; vid_restartthen press EnterIf it doesn't work you might have to uninstall your antivirus completely
Even if you turn everything off some antivirus still blocking process without showing any notification
