Cheats in Combat Training

Hi, I'm having a hard time trying to use cheats in Combat Training. I only plan to cheat offline and I've been trying to do so but it's saying I need a mod to do so. I've been trying to look for help all online but can't find a single thing. Every video I have found people are able to use the tilde cheats just fine but I can't at all. Please help, I only wish to no clip around the map and have no malicious intent behind cheating.

You cannot cheat online with commands so no need to prove anything don't worry.
It seems like you meant to post in the BO1 category but posted in BO2 instead? Never heard of a mod required on BO2
sv_cheats 1 before starting the game could work
