German ISPs are known to no longer give their customers their own IPv4 addresses, make sure you got one.

Xerxes Hey mate, I'm from New Zealand, how can I check if I have my own IPv4 address and if I don't how can I get one?

Well thats a susprise as they are afaik only really popular in German speaking countries. The great thing about them is that everything is documented and the same across all models so take a look at this.:

Xerxes I followed the guide and know the IP, how would I go about port forwarding now?

Either use UPNP or static, if you wanna set it up via static you have to forward port 4976 UDP (or 4977 if the server is running on the same machine as your client).

Xerxes I have added 4976 and 4977 to my windows firewall inbound rules and enabled automatic port sharing but when I launch plutonium (bo2 zombies) it still says my upnp is disabled? (yes I have made my network private in windows settings.)

I'm not sure which version of UPNP the FritzBoxes use (mine does no longer run Fritz!OS but OpenWRT), Plutonium is only compatible to v1 (blame Windows) and if the router only supports 2 it won't work.

Xerxes so what options do I have to be able to host private games with friends? can I just not do it then?

As said, you have to manually forward the port.
