Friends can't connect to server

The Problem is that people from a different network can't access my server. I have opened ports 4976-4979, game loads in 4976, server loads in 4977. People trying to join me directly through my public ip + game port (4976) are able to join into an infinite awaiting for connection, which is expected as my server is running on port 4977 and i'm locally connected to it. But it seems like there's no way for them to connect to my ip through the server port (4977). Other devices in my local network can easily access it (trough my local ip + server port (4977) ), but people from outside can't. I have allowed plutonium through the firewall, followed most guides and nothing seems to work. It's weird for me because if I host a game from the custom games menu everyone can connect to me, but no one can connect to my server which is running on the same pc and the only difference I see is the port number and it's also opened.

Update: if my friends and I join a virtual Lan (Like Hamachi) everything works fine. Still looking how to fix the normal connection problem.

Update: Most of my connections where possible because of UPnP, main problem (as often with Plutonium servers) was due to port-forwarding issues. It appears that my ISP doesn't allow it. Found a nice solution though, just create a virtual LAN using some software like RadminVpn or FreeLan and tell your friends to connect to it. then join the server using the plutonium server host virtual Lan's ip and port. This way the server can remain private, no port-forwarding needed and your network will be safe.
