How can I get EUR BO2 versión DLCs.?

I live in Spain and I have BO2 bought on Steam, and I want to use that versión for playing plutonium. But when I follow the tutorial to install Bo2 DLCs, even if I put my Game on english, the text and voices are not loading, they are all placeholders because I think that files are for USA version. Can I fix this? I dont mind playing the game in english but I dont want using the whole pirated copy only for DLCs

There is no USA version of the game, its the same world wide.
If you want to have full VO support buy the DLCs.
