FastDL Explanation?

I want to use FastDL for my server and was wondering if someone could explain in-depth, what it is and how to set it up for a server?

it requires a webserver and or wamp setup in order to use fast dl properly
pretty much like this
but of course adapt it for waw but as stated you either need a webserver or have a proper setup of wamp
